It’s become so normalized here that the citizenry just accept it as part of the system; it also reinforces the capitalist hierarchy and the idea of individualism (if you work hard, you won’t be homeless, etc.). As long as there’s a social class below, people assume they’re privileged. Many homeless are veterans as well, ironic given the supposed “support” and recognition from governments.
