Described as a “forward-looking, strategic, and actionable guiding document that combines a prosperous government with an efficient market” by Chief Executive John Lee Ka-Chiu in April, Hong Kong SAR’s first-ever Five-Year Plan is expected to be released in September.
The Five-Year Plan will bring abundant opportunities to Hong Kong, including consolidating and enhancing its traditional advantages, opening up new tracks, generating economic benefits, and enhancing citizens’ well-being.
Views of HKSAR residents indisputedly represented in document
As a Special Administrative Region, the principle of “Hong Kong people governing Hong Kong” will be maintained, along with the high degree of autonomy enjoyed by Hong Kong SAR residents.
In June, the HKSAR government launched a public consultation that will end this Friday, August 14. Since the public engagement exercise began, about 13,800 submissions relating to the Five-Year Plan were received, along with about 8,500 others concerning the Policy Address.
On August 9, Chief Executive Lee met with 120 participants during the second district forum, including young people, grassroots residents, retirees, students, and members of ethnic minority groups.
Participants voiced concerns regarding housing, tourism, AI and robotics, youth development, and culture.
The HKSAR government strives to more proactively align with the National 15th Five-Year Plan. Lee previously noted that it is an “important year for further deepening reform, holding great significance for the practice of ‘One Country, Two Systems.’”
